Information and Communications Technology

My name is Zhivago H. Dames. I am a family man with a wife and four children. I reside in New Providence, The Bahamas, but originated from the island of Abaco, where I completed early education. In 1988 I moved to New Providence to complete secondary education and subsequently pursued a career in law enforcement. I began my career as a police officer in August 1990. Upon graduating from the Police Training School, I was assigned to the Southern Police Station. In 1993 I was transferred to the Police Control Room as a Call Taker & Dispatcher. On 13th December 1995 I was transferred to the Communication & Technology Branch where I worked as a radio technician. I was promoted to Corporal in 1999, Sergeant in 2003, Acting Inspector in 2005 confirm at an Inspector in 2006. On July 01 2006, I was appointed as the Deputy Commander of the Communications and Technology Branch and on January 01st 2012 I was promoted to Assistant Superintendent and appointed Commander of the Communications & Technology Branch.

I excelled through the ranks of policing reasonably well in 2014 I was promoted to Superintendent and given additional responsibility as commander of the Police Control room and the CCTV Monitoring Center. I always kept clear the need and aspiration for learning and how critical expertise is essential to best policing practices. There is no doubt that my strength, commitment and resolve demonstrated through high-quality service with intelligence, dedication, loyalty, resilience, and devotion as hallmarks, which were seamlessly provided in my efforts to performed my duties as a policeman as led to the recognition and promotions I received. My love for my job has always brought excellence to bear in police undertakings that involved me! In 2017 I was promoted to Chief Superintendent

As a Chief Superintendent of Police I focused on maintenance, management, upgrade, and servicing of the Police Force Astro 25 Trunking System valued at $40M. This system includes the E-919 and AVL Systems, as well as the Radio Communications Network. My career in professional policing has always been entwined with the combination of intelligence, best efforts, and acquisition of tools necessary to ensure the best results. Early in my career, I realized the importance of innovation and the critical influence it brings to the vast and dynamic culture of policing. Thus, I focused my intellectual pursuits on information technology and integrative leadership. As a result, I earned an Associate degree and a Bachelor's degree in Computer Information Technology and an MBA degree in Organizational Learning and Leadership.

Further, I completed a Senior Police Administration Course at Canadian Police College, Ottawa, Canada, and Inspector's Management Course at Police College Nassau, Bahamas. These coupled with certifications, awards, and specialized training in the Motorola Networking Systems keep me on the cutting-edge of technical expertise, which allows me to provide innovative leadership in an administrative capacity on the Police Force. Over the past few years, the portfolio of my responsibilities has increased with the supervising function and oversight of negotiations and implementation of several major governmental initiatives including RBPF new contract with Motorola for a $6.5M upgrade and maintenance of Trunking and 919 Systems (2012); $1.9M new Shot-Spotter Technology (2018); $7.7M upgrade and maintenance of Trunking and 919 Systems (2019); $3M Marco Alert System (2019); $5.9M expansion of CCTV System (2019); $693K new Body-worn and Dashboard Camera System (2019); and implementation of RBPF Real-Time Crime Center. Also, since 2010 I have been an active member of the International Association of Chief of Police Communication & Technology Committee.

The depth of my knowledge and experience as a Senior Officer on the Royal Bahamas Police Force is directly tied to my trust in God, attitude towards my work, internal and external training, and application opportunities, and my relational skill sets. I am an avid learner, and I quickly adapt to new changes. I am poised to provide best-practice policing through opportunities available to me at the Royal Bahamas Police Force and to ensure that my efforts are second to none.
